Commonwealth Scholarships Program

The Commonwealth Learning Scholarships (CLS) Program commenced in 2004. As of 1 January 2008, the program is known as the Commonwealth Scholarships Program. The policy objectives of the program are to facilitate choice in higher education and to increase higher education participation by students from low socio-economic status backgrounds, particularly Indigenous students and students from regional and remote areas.

Under the program, higher education providers assess applicants and approve scholarship recipients in accordance with broad guidelines as determined by the Minister for Education, Employment and Workplace Relations (DEEWR). The scholarships are not treated as income for Social Security and Veterans Affairs pensions and allowances, or for ABSTUDY.

2008-09 Budget Announcements

The Commonwealth Scholarships Program has substantially expanded as a result of the Scholarships for a Competitive Future measure announced in the 2008-09 Budget. This measure doubles the number of available scholarships to 88,000 by 2012. This most recent expansion of Commonwealth Scholarships follows an increase in the number of new Commonwealth Scholarships in 2008 from 8,500 to 12,900.

Two new scholarship categories will be introduced in 2009:

  • National Priority Scholarships (NPS) targeting undergraduate students enrolling in priority disciplines; and
  • National Accommodation Scholarships (NAS) for students relocating interstate to study specialist courses not available near their home.

Applying for Scholarships:

The Commonwealth Scholarships program is administered on behalf of the Australian Government by eligible higher education providers. Providers are responsible for conducting their own application and selection procedures on the basis of guidelines issued by the Commonwealth. Potential applicants need to direct their enquiries on application procedures, deadlines, etc to the higher education provider where they are studying or plan to study.

Many students from low socio-economic status backgrounds and Indigenous students face particular challenges in meeting their education costs. Commonwealth Education Costs Scholarships (CECS) have been introduced to provide such students with a scholarship of $2,162 in 2008 (indexed annually) per year for up to four years to assist with their education costs. Higher education providers must ensure a fair proportion of scholarships are awarded to Indigenous students.

The cost of accommodation can be a significant burden for students from regional and remote areas who need to move away from home to commence higher education. Commonwealth Accommodation Scholarships (CAS) provide selected students from low socio-economic backgrounds from regional and remote areas with a scholarship of $4,324 in 2008 (indexed annually) per year for up to four years to assist them with accommodation costs when they move to undertake higher education.

In determining whether an applicant has come from a regional or remote area, higher education providers should use the Australian Standard Geographic Classification (ASGC) Remoteness Areas classification. Applicants from localities other than those belonging to the Major Cities of Australia classification may be eligible for a scholarship. The following document provides a quick look-up tool by postcode.

Australian Standard Geographical Classification (ASGC) Remoteness Postcode Look-up Tool You are now leaving the DEST website

From 2008 funding is provided for 1,000 Indigenous Access Scholarships (IAS), valued at $4,080 in 2008 (indexed annually), to further improve higher education access for Indigenous people. This initiative provides assistance to Indigenous Australians wishing to access higher education, particularly those who need to relocate from rural and remote areas to access an approved higher education enabling course or an undergraduate course.

Each provider awarding an IAS to a student must provide the student with an on-going Commonwealth Education Costs Scholarship (CECS) and, where eligible, a Commonwealth Accommodation Scholarship (CAS).

Indigenous Enabling Scholarships (IES) provide funding for up to an additional year for Indigenous students to undertake eligible higher education enabling courses through the provision of up to 700 Commonwealth Education Scholarships (CECS) and 210 Commonwealth Accommodation Scholarships (CAS). In Indigenous Enabling CECS is valued at up to $2,162 in 2008, and an Indigenous Enabling CAS is valued at up to $4,324 in 2008. Both scholarships are indexed annually.

For the purposes of Commonwealth Scholarship funding an eligible enabling course has been defined as a course which, in addition to meeting the requirements of an enabling course as defined in Schedule 1 of the Higher Education Support Act 2003, is

  • of at least ten weeks duration (full-time);
  • provides a pathway into an undergraduate course; and
  • does not fast-track an undergraduate degree.

Commonwealth Scholarships expanded in 2008 to include provision for 2,000 Commonwealth Scholarships (1,025 Commonwealth Education Scholarships (CECS) and 975 Commonwealth Accommodation Scholarships (CAS)) for students to study for a two year associate degree course.

The intent of this initiative is to encourage alternative pathways into higher education particularly targeting those students who otherwise may not have been able to pursue higher education.

Top US MBA in Dubai

HULT International Business School - A gateway to your global career Study in Dubai, Boston and Shanghai.

Throughout the year, Hult admissions counselors will travel around the world on MBA Tours to meet with prospective students. You are encouraged to come and find out more about Hult’s accelerated one-year MBA. Please email Admissions@hult.edu for more details or to schedule a personal interview with an admissions counselor.

Financial Aid

An MBA is a significant investment; however, Hult makes it easy for you to afford your MBA. Not only is our program one of the most cost-effective relative to other MBA programs, it is condensed into one year, which minimizes opportunity costs. We work with you to find the most beneficial funding options. These options include scholarships, fellowships and education loans.

Scholarship

Hult offers a range of merit-based scholarships to reduce the tuition cost. Scholarsips are available to all students regardless of citizenship. To be considered for these scholarships, we encourage you to apply in an early round. Scholarships are made only to accepted students who meet special criteria, usually having to do with personal, academic or professional achievements.

Fellowships

A limited number of merit-based fellowships are available to accepted students. These fellowships offer students the opportunity to work with our faculty and staff at Hult International Business School for approximately eight hours per week. The numbers of fellowships vary from year to year, and fellowships are typically around USD3,000.

Education Loans

Students requiring financing for their tuition costs have three main loan options:

Bank loan

Financial institutions in many countries offer education financing, especially for local citizens wishing to pursue an MBA. These loans are typically repayable after completion of the course, although other terms vary widely. We are happy to work with students to help them identify suitable financial institutions to apply for these loans.

Erika loan

Hult has established a partnership with Erika Finance, a loan program set up specifically for international students. Rates are fixed at 5 percent over five years. The loans are typically offered over five years with repayment starting six months after graduation.

Massachusetts Educational Financing Authority (MEFA) loan*

Hult has a partnership with the Massachusetts Educational Financing Authority (MEFA), a popular credit-based loan program with fixed and variable interest rates available. MEFA loans are available to international students who have a credit-worthy U.S. citizen or permanent resident as a co-applicant. See more at www.mefa.org

Around 50 percent of all Hult students take an educational loan from either MEFA or Erika Finance. The average debt assumed by Hult graduates to complete their MBA is USD16,000.

Bill & Melinda Gates Foundation scholarship at University of Cambridge

n October 2000, the Bill & Melinda Gates Foundation of Seattle, Washington, USA announced a donation to the University of Cambridge of $210 million to establish the Gates Cambridge Trust.

This benefaction creates in perpetuity an international scholarship programme to enable outstanding graduate students from outside the United Kingdom to study at the University of Cambridge. The Trustees are required to award scholarships on the basis of a person's intellectual ability, leadership capacity and desire to use their knowledge to contribute to society throughout the world by providing service to their communities and applying their talents and knowledge to improve the lives of others.

The University of Cambridge is one of the leading Universities of Europe. It has been a centre of learning since the early thirteenth-century. Building on a distinguished history of academic achievement over nearly eight hundred years, it is currently engaged in a wide range of teaching and research in most major disciplines. The University of Cambridge draws strength from its Colleges, providing academic and social support for study at all levels, and facilitating the easy exchange and development of ideas across and between conventional disciplinary boundaries. Gates Cambridge Scholars will belong to a College and will take a full part in collegiate life.

The award of a Gates Cambridge Scholarship provides excellent opportunities for personal intellectual development, living and working alongside other similarly outstanding students from the UK and from many other countries. There are more than 5,000 graduate students in Cambridge and more than half of them normally live outside the UK. The Colleges and University Departments make possible the creation of many overlapping and intersecting social networks, and allow the establishment of connections and friendships that last for life.

Since the inaugural class of Gates Scholars in 2001, the Trust has awarded 828 Gates Cambridge Scholarships to students from 85 different countries.

There are usually about 250 Gates Scholars in residence at any one time who are studying the full range of disciplines across the University and who are members of each of the 31 Cambridge Colleges.

Although there may be variation in the actual number of awards made each year, the Trust seeks to elect approximately 100 new scholars annually.

At present, there are over 550 Gates alumni spread throughout the world.

Competition for admission to the University of Cambridge and for Gates Cambridge Scholarships is intense.

The University of Cambridge has been ranked in the top three research universities worldwide for a number of years. Typically the University receives around 11,000 applications for graduate study each year, of which approximately 9,000 are from non-British (i.e. Overseas and European) applicants. The University makes about 4,600 offers of admission to graduate applicants each year, of which around 3,400 are to non-UK students. Of the 3,400, normally 1,500 will take up their places at Cambridge.

Departments in Cambridge rank the very best students who have applied to them for admission for Gates Cambridge Scholarships. The Trust then uses these Departmental rank-ordered lists, and takes into account other non-academic criteria such as leadership potential and a commitment to improving the lives of others, to produce a shortlist of candidates to be interviewed. In total, 250-300 candidates are interviewed for about 110 scholarships each year.

In selecting Gates Cambridge Scholars, the Trust looks for students with enthusiasm, robustness of intellect, a willingness to engage and an appropriate humility that comes from an awareness that nothing is ever really simple.

In particular, Gates Scholars will be driven by the values of the Bill & Melinda Gates Foundation, which include a commitment to reducing inequities and improving lives around the world. The Foundation’s mission is to increase opportunity and equity for those most in need, particularly in the areas of health and education, often through the use of science and technology.

The Trust expects a good match to be made between the applicant's qualifications and aspirations and what Cambridge has to offer. Successful applicants will have the ability to make a significant contribution to their discipline while in Cambridge, with a strong aptitude for research, analysis and a creative approach to defining and solving problems.

A Gates Cambridge Scholarship covers the full cost of studying at Cambridge, namely:

  • the University Composition Fee and College fees at the appropriate rate1
  • a maintenance allowance for a single student (£12, 250 for 12 months at the current 2008-09 rate; pro rata for courses shorter then 12 months)
  • the cost of the most economical airfare from the scholar's normal country of residence to the UK at the beginning of their course and the cost of the most economical airfare from the UK to the scholar's normal country of residence at the end of the course
  • A discretionary contribution towards the costs of supporting dependants at Cambridge (upon application)

Once in residence, Gates Scholars may apply for financial help with the costs of attending conferences, undertaking fieldwork and other activities.

Candidates for a Gates Cambridge Scholarship:

  • may be citizens of any country outside the United Kingdom.
  • may apply to study any subject available at the University of Cambridge.
  • must apply to pursue one of the following full-time residential courses of study:
    • Research leading to the PhD degree
    • One-year post-graduate courses (e.g. MPhil, LLM, Diploma, MBA etc.)
    • 2 year MSc degree
    • Second Bachelor degree as an Affiliated Student
    • MBBChir Clinical Studies

(see How to Apply for further information)

  • must be admitted to Cambridge through the University's normal academic procedures. The Trust cannot admit students.
  • must have a first class or high second class honours degree, or its equivalent, from a recognised university. For universities which work according to the North American pattern, candidates will be expected to have excellent transcripts with high GPA scores showing evidence of sustained achievement in study, together with the type of academic references which speak of the candidate's leadership potential, social commitment, intellectual ability and why further study at Cambridge is particularly appropriate. The Gates Cambridge Trust does not require candidates to take a GRE test, although some Departments in Cambridge may do so; candidates should check the relevant section of the Graduate Studies Prospectus.
  • must be well prepared for the Cambridge course for which they are applying and must meet the academic criteria for admission specified by the University. Some courses may have particular requirements for admission, and details of these can be found in the relevant sections of the Graduate Studies Prospectus for graduate applicants, or the Undergraduate Prospectus for affiliated applicants.

(see Graduate Studies Prospectus)

(see Undergraduate Prospectus)

  • who are not native speakers of English are required by the University to provide proof of their proficiency in the English language to meet the minimum standard required for admission to Cambridge. For further information:

(see English language requirements for graduate applicants)

(see English language requirements for affiliated applicants)

  • from countries of the European Union who intend to pursue graduate study or research must, where eligible, apply for public fees awards offered by the Research Councils by the relevant deadlines.
  • who are already studying at Cambridge are only eligible to apply for a Gates Cambridge Scholarship if they are applying for a new course of study (e.g. a one year ‘MPhil only’ student may apply for funding to continue on to the PhD). Candidates already studying at Cambridge who are not applying for a new course of study (e.g. have already started their PhD) are not eligible to be considered for a Gates Cambridge Scholarship. Such candidates may, however, be eligible for modest awards from the other Cambridge Trusts
